Dear Bill,
In a meeting this morning with Bill Webster and Ed O'tialley of the FBI,
and Bobby Inman and myself, we agreed to recommend a revision of National
Security Study Directive 2-82 which would provide Presidential direction
that the study be focused on the counterintelligence threat and the
capabilities and resources needed to meet it. We are convinced that this
focus is"necessary to get a full, frank and expeditious identification of
the problems, needs and opportunities for dealing with the present threat
with maximum effectiveness.
We would all welcome. a full review of the organizational options bum we -
believe it more logical and even necessary to first assess the requirements,
methodologies and capabilities which are needed and which can be developed
to counter the threat and the resources needed to bring them into play. This
could be followed, as a separate exercise, by a full review of the organiza-
tional structures which are needed to build, direct and employ the needed
capabilities. Unless the task is approached in this way we believe there will
be a strong tendency in the bureaucracy to assess the task and recommend on
capabilities and resources in a manner significantly influenced by concern
of the implications for the mission and authorities of the various components,
having counterintelligence responsibilities.
I am anxious and prepared to begin this undertaking immediately after
the Easter recess and believe it will enormously increase the cooperation,
effectiveness and speed with which it can be done if the Directive could be
refocused as suggested here.
FBI, DoD and CIA have been tasked to do an amplified outline which
Admiral Inman or his designee can go over with you or your designee during
my trip.
