SUBJECT: NIC Memorandum 82-10006: The United States in
the World Economy: Elements of Strength
1. I find the criticism of NICM 82-10006 quite strong and the defense
quite weak. What is your judgment?
2. I fault myself for agreeing to issue this because it runs counter
to so much readily observable reality. I thought it contained some good
information and useful data and that it would do no harm to let it get
circulated. It now seems to me better not to issue something which is so
apparently and determinedly pushing a particular slan

1. Thanks very much for sending the detailed critique of the NIC
Memorandum. The attached response was prepared by the memorandum's authors.
I send this as a matter of interest and not to precipitate any continued
argumentation.
2. I want to assure you and those who so painstakingly analyzed the
paper that this exercise further confirms the need on which we have already
agreed to work more closely together in sharing perceptions and assessments.
When gets back from vacation next week, I plan to schedule the
further meeting we had talked about.
