While we are inclined to believe that Mr. Epstein overstates his case, it nevertheless appears to us that he makes several interesting points. In any case, the appearance of his article in a journal of the quality and reputation of Commentary gives his arguments potential political significance for any debate concerning a future arms control treaty. Accordingly, we are submitting this article to you for your critique and response.
