The July issue of Commentary carries, as its lead article, a
sharp attack by Ed Epstein on the CIA's ability to verify
strategic arms control agreements. While we are inclined to
believe that Mr. Epstein overstates his case, it nevertheless
appears to us that he makes several interesting points. In
any case, the appearance of his article in a journal of the
quality and reputation of Commentary gives his arguments potential
political significance for any debate concerning a future arms
control treaty.
Accordingly, we are submitting this article to you for your
critique and response. It would be most helpful to the Members
of our Committee to have your detailed comments on the issues
raised by Mr. Epstein, and we would request that you pay special
attention to segregating the classified and unclassified portions
of your response, since these matters are sure to figure prominently
in future public discussions of arms control.
