FROM: Director of Central Intelligence
Dick:
1. The draft you sent me is getting closer but it is still not
specifically sufficient as to functions to be enhanced, to be strengthened,
additional capabilities to be developed, existing capabilities to be enhanced.
2. I'm beginning to think we should stay away from estimating resources.
We can't use boxcar numbers without supplying time frames,
breakdowns in personnel, etc. My present view is to leave the resources and
budget specifics to subsequent justification by the operating agencies.
3. I will take another look at the operative directive before arriving
at a final judgment on that.
