1. The DCI's paper on the Soviet State and Its People is?
nearing completion. Two of the three main sections of this
survey work have been drafted and reviewed through the division
level. The third section will be ready for review next Monday.
The entire paper willbe on my desk for review when I return from
leave in two weeks. We will then send the paper through you to
the DCI in typescript form while simultaneously getting internal
coordination and preparina the paper as a har copy
publication, pleased with the
parts reviewed so far.
2. As regards future work, we recognize that this area will
have to become a subject of ongoing concern to us. We are using
the initial overview paper to assist us in programming the use of
our own resources and contract money. Specifically, we want to
identify:
those areas receiving little attention ?in the_community
or academia;
those areas where intelligence sources and methods offer
a comparative advantage in researching the topic;
those areas well covered by academics that we can draw
on;
-- those areas for contract research.
3. To assist us in this regard we have held a number of
seminars within the community and devoted a segment of the last
MEAP meeting to this subject.
