Appreciate your thoughts relative to the IC Staff job. The
functions that you suggest of the Director of the Intelligence
Community Staff are consistent with the current responsibilities of
that office. The incumbent not only has direct access to the DCI
and DDCI but reports directly and solely to them.
It is obvious that in carrying out the functions of that job the
head of the Staff must have access throughout the Intelligence Community
and we welcome the availability of the JCS to that end.
I look forward to your nominations. I have already initiated the
paperwork with Defense for a three-star billet.
