SUBJECT: No~~ to Live in a Proliferated 4~~rld
1. Out of today's luncheon with Secretary Shultz came the idea }hat
we should. undertake an assessment of Now to Live in a Proliferated Ldorld--
what would it be like, and what would our security requirements and options
be in a world in which Argentina, Pakistan, South Korea, South Africa, India,
Israel and whomever else you want to have a nuclear weapon. This would
probably include questions of delivery systems, the likelihood of and the
scenarios by which a further multiplicity of nuclear countries could
.develop, given the prospect that some countries will have the incentive
to knock out its neighbor's nuclear capabilities before they are allowed
to mature, etc.
2. Would you give some thought and consult around as you think
appropriate so that we can talk about the desirability of this on my return
and how to proceed. ~- ~~
