The request contained in referent that the Director
retain the 10 cans of caviar for official use is approved.
In accordance with instructions from the Office of Protocol,
Department of State, however, I must advise you that gifts
of edible or potable items are to be refused if at all
possible. If accepted, such items are to be served at official
functions only, preferably in an area designated by GSA for
entertainment purposes within a government-owned building,
e.g., the Executive Dining Room. Inasmuch as the Director is
currently housed in government quarters, an exception is made
for storage and official use of the caviar within his home.
