Dear Jim,
I like your idea for a program in Soviet Central Asian and Turkic
studies and the assets and expenses that could be put behind it.
We are very good in our government about finding reasons not to
do things and that sears my soul. But there is a rather clear-cut
Congressional intent to keep CIA disentangled from the radios. For
that reason and because State has funds not so embargoed and is working
on what seems to be a parallel undertaking, I've written the enclosed
letter to Frank Shakespeare.
