Approved For Release 2008/04/24: CIA-RDP88B00443R001404080102-5 DCI 25 July 1983 Nicaragua A detailed report spells out in great detail that "everything is happening as if the Soviets and the Sandinistas had agreed to cross a new threshold in their relations, at least in appearance ***we are witnessing here--in areas as decisive for the future as the training of the young and the cadres, the system of planning, the organization of the state and the key sectors of the economy--the consolidation of a structure of privileged relations with the USSR and its allies that is causing obvious long-term concerns on all sides." In the University curriculum, there are Cuban and Soviet teachers and advisors, in activities in the transportation, energy, telecommunications, transportation and agriculture sectors there is one thing in common, that of binding the future and ensuring the lasting presence of the USSR, Cuba, and the other CEMA countries in strategic areas of the economy.
