Nall National Intelligence Officer for Science & Technology SUBJECT : STIC-HUMINT Committee Report: The Processing of Overtly Collected Scientific and Technical Intelligence Information 1. Action requested: See paragraph 3. 2. Background : The STIC and HUMINT Committee have recently published a report on "The Processing of Overtly Collected Scientific and Technical Intelligence Information" (copy attached). This report was initiated as a logical follow on to an earlier STIC report on the "Overt Collection of S&T Intelligence." In my opinion this recently completed report is a valuable contribution to the Intelligence Community in its critical role of assessing foreign sciences and technologies to prevent technological surprise. I concur in principle with the recommendations. 3. Requested action: Based on the recommendations of the report, I believe that the o owing actions should take place immediately: a. Your approval of the concept of significantly improving the processing of overtly collected S&T intelligence information for the Intelligence Community. b. Your appointment of a senior steering group which in concert with an action group will: 1) Determine the existing facilities, both private and government, which now provide machine or human translation o foreign S&T intelli ence 2) Determine the existing automated data bases which contain significant components of foreign S&T information. Members of the senior steering group should be persons such as: Executive Director of CIA, senior official of DoD, Chairman of the HUMINT Committee, Chairman of STIC, and NIO/S&T. c.
