I'd like to know more about the Third World communist penetrations data base currently under development. What is the concept, what data would be incorporated, from where, etc.? 2. I would like to see an itemization of OGI's external research contracts. 3. Is it necessary to wait until opening in DS&T's course on how to be a COTR in order to provide needed instruction to OGI managers handling external research contracts? 4. I am really concerned about areas in which we may be providing a service of marginal value with marginal quality by a staff with marginal capability. One could certainly draw that conclusion from the information provided on grain crop forecasts. If we can't do it well, we shouldn't do it. If it is of marginal value, there are too many other areas of higher urgency which are suffering from a lack of resources. 5. Witness the DESIST program. Here we seem to be doing a less than adequate job to some extent because of inadequate resources and perhaps riding for a fall because consumers may expect more than the program is able to deliver. There is no higher priority than this area and it is urgent that the customers be told what we can 'and can't do and that every resource be employed to meet feasible expectations. 6.
