SUBJECT: NIE 11-3-84, Air Defense of the USSR
I would like to compliment all involved in the concept paper and TOR on
Air Defense of the USSR. I agree with the Senior Review Panel comment that
judgments of the effectiveness of Soviet air defense need to be made only to
indicate the degree of our uncertainty, where limitations are, and what
information is needed to develop a higher degree of confidence.
