SUBJECT: Study of Soviet Strategic Cruise Missiles: An
Intelligence Challenge
1. The attached Critical Intelligence Problems Committee (CIPC) study
was developed in response to DDCI tasking. =
2. The objective of this study was to document for DCI consideration and
approval a comprehensive all-source intelligence strategy, with alternatives,
resource implications and appropriate recommendations, that is responsive to
requirements for of rmation concerning Soviet strategic cruise missile

3. The CIPC principals have reviewed and discussed the study-and its
recommendations. They have enthusiastically approved its conclusions and
recommendations and have already implemented some of the recommendations that
fall within their respective areas of responsibility.
4. It is therefore recommended that you approve the study for NFIC
considerati
t
on a
an early date.
5. Additionally, the committee concluded that this particular study made
a very technical subject intelligible to the non-specialist and recommended
that it be sanitized for broad distribution. In view of this committee
recommendation, we are presently developing version study for
distribution subsequent to your approval of the basic study.
