SUBJECT: 1983 Assessment and Recommendations
I have talked to Shultz about the Leahy
proposal and got no answer. I mentioned to
him today that we have to know where we are
going by the middle of the month because
we should call a SIG-I meeting and before we
have it we should have an understanding
where State wants to go. PFIAB beat up on
Shultz at their last meeting and he doesn't
like it so it is an unpleasant subject but
I think that somehow we have to arrive at an
understanding as to where to go on this.
