Bill Schneider, Under Secretary of State, called to, ask for a
paper from.us,on the issue of.whether the. United States should
resume its support to
You will-recall that the support was terminated on the
basis that in our judgment "it was being used as a Soviet instru-
mental-ity. On the other hand, I understand that it has some potential
value for us. The issue comes up because McGeorge. Bundy and other
academics are writingletters to Shultz-to reverse the decision to
discontinue support.. Schneider would like to have a current
intelligence assessment as the basis for advising the Secretary..
