SUBJECT: SNIE 36.11-84: Outlook for the Palestinians
1. The cornrents of the Senior Review Panel, which have been generally
very much on lark, would suggest that this draft needs a great deal of
editorial work, as well as the filling in of some notable gaps i.e.,-
Moscow's Palestinian policy, the Libyan role, etc.
2. 1 think the comments of the Senior Review Panel on structure are
well taken. The subject is important enough to spend some time making the
effort Tore useful, not only to serve the policymaker but to develop a clearer
perspective for ourselves to see what is important and to convey a better
impression of our work.
