The subject draft, prepared by of the NIC/AG, is attached for your review and comment b. 2. The paper, in the words of its NSC requestor, was to be "a guide for the perplexed", a layman's introduction to the complex Aegean issues in dispute between Greece and Turkey. We were asked to define the issues under contention, state the respective Greek and Turkish positions, and note the international legal precedents that bear on these disputes. We have attempted to go beyond the essentially descriptive treatment of the subject requested of us by examining alternative negotiating strategies and forums for settling Aegean disputes and by describing the forces inhibiting their near-term resolution. 3. The draft has been informally reviewed by Community analysts who believe that the draft treats all the relevant questions. We would appreciate your response by Wednesday, 16 May.
