Here are a couple of things I forgot to bring up in our meeting last
evening.
(1)
has been completed. I think it is a good job because it:
Puts verification in the policy process early;
Treats verification consistently from subject-to subject;
Integrates military significance/risk into verification;
Integrates safeguards, including intelligence enhancements,
into verification;
-- Puts someone in charge of the verification work so that the
obvious,-long-standing stalemates can get resolved.
I would like to advise you of one question raised in the draft. Those who
work on this report felt a need for a chairman who can spend a great deal of
time on this. One suggestion was that the Director of ACDA chair it. Another
that would be a co-chairmanship selected from Defense and ACDA. I believe that
any of these arrangements would probably result in a lot of running around the
White House and it would be better to have a chairman from the NSC. However,
the perception is that it needs more time than you or probably John could give
it. The practical alternative could come down to you designating someone
to represent you as Kissinger did with Larry Lynn on the Verification Committee
which functioned on SALT II. The report is ready to be signed off on next
week but I would like some guidance from you on this question.
(2) Ambassador Strausz-Hupe has some matters he feels he needs to get
to the President before he talks with Ozal next week and would like to speak
to you on them.
