MEMORANDUM FOR: Chief, Counterterrorism, Paramilitary and Narcotics Staff, DO
Chief, Central American Task Force
FROM: Director of Central Intelligence
SUBJECT: Terrorist Incident Investigation and Reaction Team
1. I would like you to oversee the preparation of a proposal which I
would intend to make quickly to Bill Webster that we work together to create
a Terrorist Incident Investigation and Reaction team. This would be a
counterpart of the Incident Response Team. It would be a small group with
representation from the FBI, perhaps the military, and CIA which would be
ready to activate and assist local governments to find out who perpetrated a
terrorist action and help it take steps to bring them to justice. The
Salvadoran followup on the killing of the Marines there would be the prototype
for this activity. This would be a way of having on hand the kind n
investigative talent the FBI provides and marrying it with
which CIA can co

ute.
2. Give me a piece of paper outlining how this would work and your
recommendation as to how it should be put forward, what kind of support within
the government it should have, etc.
3. I attach some information on this. You will see John McMahon's
written comment on the memorandum from the Central American Task Force.
