SUBJECT: Critical Intelligence Deficiencies
1. The June 1985 paper turned out by the WSSIC on Critical
Intelligence Deficiences is a formidable piece of work but, I fear, so
daunting that it can land with a dull thud and disappear.
2. Certainly without direction and focus on the most urgent of
129 pages of deficiencies and selection of those which are most significant
and most readily overcome, the work will wind up having little value.
3. I'd like to activate the most knowledgeable senior people,
collectors and analysts, to examine closely the specific deficiences in
the areas where they have knowledge and assets and pick out where we can
most profitably concentrate special effort in working and developing
existing and potential sources, capabilities, and analytical task forces.
I have in mind parceling specific areas out to OWSR branches, their
counterparts elsewhere in the Community, and having SIGINT, IMINT,
HUMINT operational people review these deficiences in terms of how their
actual and potential assets and capabilities can best be focused on them,etc.
