They are as follows: - Terrorist education in CIA seems to Force - Review of liaison relationships focussed on potential for improvement, - Development of a new cadre of specialists in counterintelligence - One or more specialist teams to go around reviewing liaison relationships and developing patterns in training for better coordination - Particular attention to coordination methods as between HUMINT, IMINT and SIGINT - NIO concentrated solely on terrorism. This is something to be kept under constant review. William J.
