MEMORANDUM FOR: Deputy Director of Central Intelligence
Director, Intelligence Community Staff
Deputy Director, Intelligence Community Staff
Deputy Director for Operations
Deputy Director for Intelligence
Deputy Director for Science and Technology
National Intelligence Officer for Counterterrorism
Chief, Counterterrorism, Paramilitary and
Narcotics Staff, DO
FROM: Director of Central Intelligence
SUBJECT: The Terrorism Intelligence Challenge
On reading through this paper on "The Terrorism Intelligence
Challenge" by the Critical Intelligence Problems Committee, I noted
some recommendations which I think should be pushed. They are as follows:
- Terrorist education in CIA seems to Force
- Review of liaison relationships focussed on potential for
improvement,
- Development of a new cadre of specialists in counterintelligence
- One or more specialist teams to go around reviewing liaison
relationships and developing patterns in training for
better coordination
- Particular attention to coordination methods as between HUMINT,
IMINT and SIGINT
- NIO concentrated solely on terrorism.
This is something to be kept under constant review.
