MEMORANDUM FOR: Vice Chairman, National Intelligence Council (Ford)
FROM: Director of Central Intelligence
SUBJECT: Draft IIM: Soviet Unconventional Warfare: The Role
of KGB Department 8 and GRU SPETSNAZ Forces
1. This IIM looks pretty good to me except that the complexity
of the Scope Note would probably cause me not to read any further.
Can't all the definitions be tucked away somewhere? Why do people
have to know the derivation of the term SPETSNAZ? In any event, too
much room and time is taken up in all that explanation.
2. The most interesting and valuable thing is the story on how
these forces are being used in Afghanistan. Somehow very early a reader
should be alerted to the existence and value of that segment of the
document. Some people may want to go directly to that rather than
plow through the earlier portion of the document. Perhaps the
Afghanistan segment then should be set up as an annex and attention
directed to that at the very outset. If you look at the document
like I do you will glance over the content notes and look somewhat
closely at what the Appendices are about. It would be a pity to bury
this in the Afghanistan segment and precaution should be taken to make
sure this does not happen.
