Dear Cap,
Pursuant to our phone conversation here is an
original draft of the NSDD. It is too weak, stresses
only that a flawed agreement would hurt us in getting
the Congress to renew support to the contras and
ignores the .jeopardy it would inflict on our security
position in the hemisphere.
It deals only with the Contadora process and
leaves all the action with the Secretary of State
and the Secretary of the Treasury on economic policy
measures. It fails to deal at all with defense
policy implication or with the President's reiteration
at the meeting of the need to maintain the contras
until the Nicaraguan people have a voice in the
country's affairs.

NEGOTIATED SOLUTION
Ae atnted in NSOD-12~ of Pebrw ry 7, 198, it fa an objective of
the United States in Central Aserica to seek the resolution of
regional disputes and conflicts through dialogue and the achieve-
ment through negotiat;ions of political settiesients with veriti-
able agreements. ThEt National Security Planning Group meeting of
H1acy 16, 1986 reaffirmed that our objectives in Nicaragua are the
lollowingc
(1) Zmpleanentation of the desocratic cossiit~ents made by the
Sandinistas to t;he OAS in 1979)
(2) Termination of Nicaragua's support to Karziat/Leninist
subversion atnd guerrilla activity in any foreign countryl
(3) Removal of SoviE~t bloc/Cuban personnel and an end to
Nicaraguan military cooperation with co~runist cauntrisst
(4) Reduction in thEr Sandinista military apparatus to parity
within the region. (sl
The NSPG reviewed recent developments in the Contadora negotia-
tione and other diplc-matic fora. Tt. was agreed that the deadline
of June 6, 1986, Which the Contadora croup has set fuc signing cif
a treaty, has created a volatile situation, with possible
negative c nsequenceE~ for U.S. policy. U.S. policy would be
seriously swaged by an outco.e in which the five CKCitcel
Aserican c untries s~,qn an agreesrent which foils to irnplen~ent the
above stated objeotittes in a conprehenaive package with concrete,
verifiablelprovision~ that do not allow Nicaragua to circumvent
its eosntritrvents. !1 #laved treaty, particularly one which did not
provide concrete raecttaniems for verifying caapl ianc?r. with
eo~amit,a~ents for natic>nal reconciliation and democrntizntion,
could fatally undermi,nP congressional support for assistance to
the Niceraqunn deu~oci-atic resistance while failing to ensure that
Nicaraquo would implement its internal political c?~,mrnitme+nta.

The NSPG took note that the goverru~ents of Honduras, E1 Salvador
and Costa Ricn are new supporting a Contadora treaty draft which
provides for strong aeasures, with a good verification system, to
deal with our security objectives in Nicaragua, including reduc-
tion of the Nicaraqut+n military apparatus and continued ability

The Secretary of State should pursue the following ut-jective? end
actions:

(1) Continue efforts to encourayP the govPrnmrnts of
Honduras, L1 Salvadoc, Costa Rica and Guatemala to
insist that a Contadora treaty gust achieve the pol-
itical and security objectives defined to the Contadora
Docwaent o~ Ot~ jectives, with eraphasia un tlrc Head for a
coarprehena~.ve package in which all cossaitments ar?
eimultaneoilsly ispleisented, with concrete verification
procedures to ensure caspliance.
(2) State to ties presidents of the four Central American
democratic countries our serious concern that their
governments are now supporting a draft tresaty which
does not provide for clearly verifiable Eml~le.ientation
by the GOVEIrnsrPnt of Nicaragua of national reconcilia-
tion and democratization, which aust include full
political F-articipation by the internal and external
opposition. Strongly urge the four presidents to
insist that: a clear tisietnble for iaplea~encat ion of
political vosrtnits~ents be inserted or annexed to the
Contadora treaty_
