SUBJECT: Ashland Speech
This is a very good job. I made
a few pencilled suggestions. In
addition, I would like a paragraph,
probably at the end of page 7, which
would deal with the human cost of the
Soviet expansionism. You will find
data and language on this in my
speeches to the Union League Club
and the Metropolitan Club of New York,
and in a more recent speech a paragraph
or so on their geopolitical purposes
in the Middle East, southern Africa,
and Central America, and the impact
on our interests, particularly with
respect to refugees and illegal
immigration on our southern border.
I think you will find this latter
subject treated in my speech to APAC
and the American Jewish Committee.
All of this should add something like
another page or two, or maybe a little
more.

STUDENTS AND FACULTY, LADIES AND GENTLEMEN, IT IS A GREAT
PRIVILEGE FOR ME TO BE THE GUEST OF ASHLAND COLLEGE AND THE
JOHN ASHBROOK CENTER FOR PUBLIC AFFAIRS. OVER THE LAST SIX
YEARS, THE REAGAN ADMINISTRATION HAS MADE A CONCERTED AND, I
BELIEVE, SUCCESSFUL EFFORT TO REBUILD THIS NATION'S
INTELLIGENCE CAPABILITIES, ONE OF THE THINGS OF WHICH I AM
MOST PROUD IS THE MANNER IN WHICH WE HAVE STRENGTHENED OUR
DIALOGUE WITH THE ACADEMIC AND BUSINESS COMMUNITIES OF OUR-
COUNTRY. WE HAVE LEARNED THAT IF WE DON'T TAP THE IMPRESSIVE
SOURCES OF EXPERIENCE OUTSIDE GOVERNMENT, OUR OWN CAPITAL STOCK
OF KNOWLEDGE AND-IMAGINATION WILL RAPIDLY DEPLETE, SPEAKING
ENGAGEMENTS SUCH AS THIS ONE, THE NUMEROUS JOINT CONFERENCES
OUR ANALYSTS HOLD WITH THEIR ACADEMIC COUNTERPARTS, AND THE
OUTSIDE REVIEW AND CRITIQUE TO WHICH WE SUBMIT MANY OF OUR MOST
IMPORTANT ASSESSMENTS ALL KEEP US SHARP AND OPEN TO NEW IDEAS.
I HAVE ALREADY SPENT A STIMULATING HOUR WITH THE FELLOWS OF THE
ASHBROOK CENTER AND I LOOK FORWARD TO MORE QUESTIONS AND
ANSWERS UPON COMPLETION OF MY REMARKS.
