MEMORANDUM FOR THE RECORD

SUBJECT: HPSCI Session-DCI Overview and Primer, 21 February 1985
1. The HPSCI session ran from 9:00 a.m. to about 11:00
a.m.; the DCI left at about 10:00 a.m. with
to address the SSCI on the FY 1986 NFIP overview. Present at
the HPSCI session with the Director were John McMahon, DDCI;
General Faurer, D/NSA; Bob Gates,
and Clair George, CIA/DDO. Eventually all the HPSCI
arrived except Messrs. McCurdy and Beilenson.

2. The Director read and talked for a little under a half-
hour from a prepared statement to which he had added other
suggestions to him, with his own modifications. The transcript
will be the only complete record of what he said. He then
answered questions for another half-hour. After his departure,
the other witnesses elaborated on their areas of responsibility
or concern.
3. Questions for the DCI included:
Stokes: Elaborate on the "Community", the role of CIA, DIA
and NSA and the degree of independent action by the latter two
within DOD, DCI authority, command and control.
Ireland: Counterterrorism organization and resources.
Kastenmeier: (a) Past criticism by Members on the use of
intelligence, dissemination of it, etc.
(b) Estimates: basis for release; DCI view;
objectivity.
Cheney: Community link/support to arms control talks;
Soviet violations.
Brown: (a) Re potentially unstable areas (e.g. Iran):
were we a prisoner of our biases? Overly rigid? Need to rely
more on scholars and share more with them? (He cited an Iranian
scholar who will return to Iran, who is inclined to be helpful
to the U.S. but whom "the U.S." has hassled.)

(b) Congress' OTA routinely produces its estimates
based on widest external contacts. The quality of the product
depends on this wide contact.
McHugh: As brand new Member, sought information on the CA
process, requirements for informing the Congress of Presidential
decisions. He assumes there are many CA projects - is the
Committee informed? Before or after implementation?
Chairman Hamilton: (a) CIA has roughly Community
people and dollars: What authority do you have vis-a-vis the
whole Community budget? What if the Secretary of Defense and
DCI disagree?
(b) A past criticism has been
duplication of effort in the Community: is that a fair shot?
What is the DCI sense of it?
(c) Concerning personnel: does the
DCI have any say in who heads NSA, DIA, the NRO?
Stump: Picking up on Mr. McHugh's questions on CA,
describe the Presidential Finding process.
Roe: Do we exchange economic and technical intelligence
with other countries? How about computer technology?
4. Questions/comments for other witnesses after DCI
departure:
Stump: (a) Kudos to D/NSA for his management of NSA and
the CCP.
(b) Problems/interests in offering U.S.
citizenship to Soviet defectors (referred to his recently
submitted bill.)
Stokes: (a) For General Faurer: domestic targeting
activities/rules.
(b) For DDO: family protection overseas;
compensation for loss in terrorism cases?
Ireland: For Gates: expand on your statement that you
still have fewer analysts than the DDI had in 1963.
