REFERENCE

1. Reference requires that all CIA-generated
classified documents be marked to reflect the proper classifica-
tion of each paragraph and of each title or subject. The
purpose of the requirement is to provide guidance for the
classification of material extracted from one document for
use in another.
2. ff In order to implement the referenced notice
with full e ectiveness, compartmented documents must be
marked to reflect not only the classification, but the com-
partmentation, if any, of each paragraph and each title or
subject.
3. = Documents compartmented in the TALENT-KEYHOLE
Control System, therefore, will bear paragraph and title
markings reflecting not only the TOP SECRET (TS) or SECRET (S)
classification, but also the TK digraph, after the paragraph
number, or before the first word of the paragraph, in the
absence of paragraph numbers. The classification and com-
partmentation of titles or subjects will be marked separately.
The typical combined classification/compartmentation marking
will be as follows: (TS/TK). Where it is necessary to use
the source indicators RUFF or ZARF, they will be appended,
in parentheses, at the end of the paragraph.

4. This memorandum is intended to supplement
providing additional guidance only as it applies
to material compartmented in the TALENT Control System. It
does not supplant or supersede the provisions of
