SUBJECT: FY 1984 NRP Budget Submission/Congress ional
Budget Justification 25X1
REFERENCE: Your memorandum. same subject, dated 2 August
1982
1. Reference memorandum requests that COMIREX provide detailed inputs to
the FY 1984 NRP Budget Submission/Congressional Budget Justification book by
31 August 1982. I will comply with your request, however, I do not believe
that all of the data requested are required at this stage of the 1984 NRP
Budget process. I have discussed this with the Office of Program and Budget
Coordination and they concur with my position that all of the requested data
are not needed in the September time frame. What I plan on providing by 31
August is:
o a projection (percentage) of each collection system resource
expenditure by Target Decision Units (TDU) for Fiscal Years 1984 -
1988. These projections will be based on the historical resource
expenditures of current systems, the anticipated changes in future
requirements and our understanding of the collection capabilities of
the improved systems of the mid-80s; and
o a textual description of each TDU or subtopic, as appropriate, along
with an intelligence capabilities stateme ase activities,
ongoing initiatives and new initiatives. 25X1
2. In my discussions with O/PBC, they indicated that we should consider
the 15 September inputs to the DCI as the first draft of the justificatiion
material that will eventually go into the CBJB. Extensive changes can be made
to it as we go throuah the bud et process. My staff will be in close
coordination with of your staff to ensure mutual understanding 25X1
of our input and resolve any issues. We will, of course, provide to you later
this year any additional data that are required to support th submission 25X1
in the new Capabilities Programming and Budgeting structure.
