In an effort to be responsive in a positive manner to the DDA's request that a review be made to eliminate needless committees or to improve management of others we offer the following: a. Finance will abolish its Management Advisory Committee. We feel that Ad Hoc groups can be formed, as necessary, to be responsive to our particular requirements. /b Both of these Boards are chaired by a representative of the office of Finance. Membership of the "Board of Review" consists of a representative of the General Counsel, Chief, Audit Staff, Director of Security and the SSA/DDA. The Board will also include a representative of the Deputy Director or Head of the Independent Office responsible for the case under consideration. The "Overpayment Review Board" consists of a representative of the General Counsel, the Director of Personnel and the Chief, Audit Staff. We feel that the two Boards have withstood the test of time and that they continue to serve the Agency very well. However, we would interpose no objection to the abolishment of either or both Boards if it is agreeable to Agency Management to let an operating \official with the concurrence of OGC and the Director of Finance esolve the types of claims involved. We may lose consistency in djudicating individual cases but with a regulatory change both B ard's could be abolished. c. Although the Honor and Merit Awards Board is not a responsibility of this office, we feel that it could be abolished. Recommendations for awards made by operating officials and approved by Deputy Directors should be sufficient. Sanitized Copy Approved for Release 2011/03/11: CIA-RDP88G00186R000100010020-2
