Dear Mr. Fitzwater:
The purpose of this letter is to articulate General Services
Administration's (GSA), position relative to the protection
provided for Central Intelligence Agency (CIA) Facilities within
the Greater Washington Area.
As indicated in the discussions on December 5, 1984, a direct
result of the Delegation of Authority was a reduction of National
Capital Region's Budget to offset the SLUC rebate provided to
CIA. Our budget for FY-1985 does not contain funding to provide
protection for CIA facilities.
In keeping with the provisions of the Delegation, GSA discontinued
all recruitment for protection vacancies at CIA facilities. Manpower
shortages have been offset by reliance on overtime to meet the
requirements. This was believed to be a temporary measure since
it was our understanding that these shortages would be backfilled
by personnel from locations covered by the Delegation. To further
add to the existing costs, GSA is currently funding 15.2 direct
protection positions assigned to the Headquarters Complex.
It is GSA's position that reinstituting recruitment to increase
personnel is not a viable alternative. Particularly due to the
inordinate time lag necessary to obtain required security
clearances, plus the fact that we are currently staffed to assume
the workload once the FPO's have been released from the Langley
assignments. Increasing our ceiling would create additional
problems.
In order to resolve this situation, it is necessary that CIA
reimburse NCR for the total cost of the protection GSA is
providing. It is anticipated that these costs will be reduced
as CIA is capable of replacing Federal Protective Officers with
CIA personnel. This will enable the Region to transfer FPO's to
other CIA locations.

Dear.Mr. Whitlock:
At the 5 December 1984 meeting called to consider the Agency's
slotting problems for its Security Protective Service, you voiced
concern over the matter of current funding for FPS services to
this Agency. Subsequently it has been confirmed that the Agency's
first quarter/FY 1985 payments to GSA did not include funds for
6,570 hours of service previously paid under SLUC arrangements.
Accordingly, a Reimbursable Work Authorization in the amount of
$98,484.30 is enclosed to cover these services.
This Office is committed to effecting a smooth transition in
regards to the delegation of authority. Please do not hesitate to
advise of any other concerns that may develop.
