produce the bast product. The contianation o! intesaatioeul terrorism,
societal changes exemplified by tvo-career !s=ilica, and increased
campetitioa with the private sector for increaainglp important technical
skills requires special attention to the recruitment strategy for the future.
1. OBJECTIVE: I,prove the Caasunity'a ability to idsntily, recruit and
develop pr- om~na qi qi candidates as early as possible in their acadeaic career
and provide them financial support in return for a caamitment to serve in
the Intelligence Coassunity.
GO11Ls Establish a nation-wide ROTC-type program which would be
administered by and tailored to the needs o! each individual agency. The
program, similar to existing RO'PC programs for the military. world provide
lour or two year scholarship programs is return !or specified duty with the
sponsoring inblligeace agency. Testing procedures world be initiated
beginning with seniors is high school.
2. OBJEC'PIVS: Increase academic awarsaesa of the problems of the
intelligeac ce osmunity to encourage students to study national security
affairs with a view towards careers is intelligence.
GO11L: Establish by 1990 government-sponsored chairs of intelligence
in 15 carefully selected univeraitias.
3. OBJECTIVES Address the pressing need for bi-cultural employees by
improving rec~ruitinq activities in the national ethnic communities.
6OAL: By 1990 have 15~ of all officers hired in the Intelligence
Cossiunity be bi-cultural.
4. OBJECTIVE; Increase recruitment attention of people in their
post-college rea sy who have achieved expertise in special skills.
_: Establish by 1990 a viable recruitment apparatus in
professional societies and other organizations to ensure that attractive
candidates are aware of the potential available in an intelligence career.
