SUBJECT: Outside Activity - AFCEA
1. Approval is requested for a presentation by the
undersigned at a "Basic Orientation in Intelligence" course run
by the Armed Forces Communications and Electronics Association
(AFCEA) Professional Development Center. The presentation would
be on 27 February 1985 at the BDM Corporation in McLean,
Virginia, and would involve participation with a representative
of the National Security Agency (NSA) in a panel discussion on
how NSA and the Central Intelligence Agency go about contracting
with industry for goods and services. Information to be
provided would approximate that in the attached speech which was
given to the Security Affairs Support Association in 1981 by Dan
King and the undersigned.
2. I know little about AFCEA except that Jack Blake, Ray
Cline, and other well-known intelligence executives are involved
with it. Jack Blake describes AFCEA as an interim organization
between contractors and the Intelligence Community intended to
facilitate the interface. I see benefit in helping contractors
understand how to make their first contact with us and
accurately presenting the facts.
3. Brochures are attached to assist you in evaluating this
request. The covering letter mentions an honorarium and travel
expenses. I have no idea what this involves but will take care
that this is handled in accordance with applicable regulations.
4. This matter was discussed briefly with James McDonald on
8 February.
