I learned it was at the insistence of the Fine Arts Commission. I hope you will reconsider and reverse this position. The letters reflected our pride in our office and in our work. Although many of your efforts are commendable, I do not support this one which does not further art of any kind, but merely supports the continuation of long, bland, sterile, gray corridors. Surely a few clean bright letters on a wall cannot disturb the "decor" of this massive building. As a thirty-year veteran in the Directorate of Intelligence, I strongly resent this intrusion into SOVA's private space. At its January meeting the Fine Arts Commission discussed a topic which has appeared periodically on its ,agenda, the display of office seals, logos, maps, posters, etc. on corridor walls, and it reaffirmed its long-standing position against such display. The only exceptions which have been approved involve signs identifying service areas such as the Operations Center, the Library, and the Security Duty Office. The poster mounted on the wall near the door to 3-G-03 is an example of the kind of display which the FAC has discouraged in the past. 2. The FAC is responsible for advising the DDA and the Director of Logistics regarding "proposals that would alter the appearance of Agency premises." The removal of SOVA's large sign from the wall of the 4-E corridor, mentioned by in his note of 13 February to the Fine Arts Commission, was the subject of a memorandum from the Chairman to the Director of Soviet Analysis on 4 February. A copy of that memorandum is attached, and the position of the FAC is self-explanatory. Please note that copies of the FAC memorandum were also sent to you and to me. 2. It is clear, I believe, that we must maintain certain standards if we are to protect the appearance of our Headquarters Building, and over the years the Fine Arts Commission has performed a useful service in recommending and helping to uphold such standards. Their views have not always been popular, but overall, under a number of chairpersons and with a changing membership drawn from throughout the Agency, they have served us well. In this particular instance I support their position. 3. As noted in the memo, in some cases signs identifying service areas have been approved, and the neat, black lettering used for the Library has become the standard for such signs. I have been advised by the C/FAC that the Commission is prepared to consider requests for installation of office signs using similar letters. You may wish to suggest that the D/SOVA present such a request to the FAC. 4. You should know that another FAC memo, again with copies to you and me, went on the same day to the D/OGI.
