SIIBJECT: Proposed Amendment to Preservation and Historic Features
element of the Comprehensive Plan for the National Capital
At its meeting on January 10, 1985, the Commission authorized circula-
tion for review and comment of an amendment to the Federal Preservation
and Aistoric Features element of the Comprehensive Plan for the National
Capital. The amendment consists of the addition of a map of Special
Streets and Places and a reference to the map in the text of the element.
The map, except for a few minor modifications, is the same map of
Special Streets and Places contained in the Preservation and Historic
Features element circulated for comment prior to approval by the
Commission on August 4, 1983, conditional on its approval by the
Council of the District of Columbia.
The map has been derived from the adopted element's criteria for the
designation of Special Streets and Places and is substantially the
same as is currently being considered for adoption by the District of
Columbia government.
Please forward any comments or recommendations before February 15th, as
the Commission is expecting to take action on the amendment at its March

Executive Director's Recommendation

The Executive Director recommends that the Commission authorize presen-
tation of the following amendment to the Federal Preservation and
Historic Features element of the Comprehensive Plan for the National
Capital to appropriate Federal and District of Columbia authorities
and other interested organizations and individuals for comments and
recommendations, pursuant to Section 4(e) of the National Capital
Planning Act of 1952, as amended:
1. Add at the end of the section titled "Criteria for Designating
Special Streets and Places", Part III, the following:
"3. The network of Special Streets and Places desig-
nated according to the above criteria is shown
on Diagram No. 1, Special Streets and Places."
2. Add to the element Diagram No. 1, Special Streets and Places,
dated January 3, 1985, NCPC Map File No. 08.20/100.00-29557.
Previous Commission Action
The proposed Preservation and Historic Features element, published by
the District government and the National Capital Planning Commission
on March 17, X983, included a map depicting the network of Special
Streets and Places designated under the proposed element's criteria.

In addition, the Commission included a map of Special Streets and
Places in its August 4, 1983 action, which approved the Preservation
element as a Federal element conditional on its approval. by the
Council of the District of Columbia. The Council, however, did not
include a map of Special Streets and Places in Law 5-76, which con-
tained a Preservation and Historic Features element among its 10
District elements. Therefore, when the Commission, on May 3, 1984,
approved changes conforming the Federal Preservation and Historic
Features element to the District Preservation and Historic Features
element adopted by Law 5-76, the map of Special Streets and Places was
not included.
The District Council is now considering Bill 5-507, the purpose of
which is to adopt a District Land Use Element of the Comprehensive Plan
and, among other amendments to the District of Columbia Comprehensive
Plan Act of 1984, to include in Section 808 of Law 5-76 a "Comprehensive
Plan Special Streets and Places Map." The Committee of the Whole of
the District Council, in its report, recommends that the Commission
adopt a Special Streets and Places Map substantially identical to the
map contained in Bill 5-507.
Description
All versions of the Preservation and Historic Features element have
contained "Criteria for Designating Special Streets and Places."
Furthermore, the joint proposed element and the August 1983 Federal
element both contained a map of Special Streets and Places. The map
is really a graphic representation of the Criteria mentioned above
and, as such, more positively identifies those Streets and Places that
are Special and which should be protected.
The map which is currently contained in Bill 5-507 as an amendment to
the District Preservation and Historic Features element is made up of
the Streets and Places which have been identified as Special by the
Commission and by the District government. An updated list of Special
Streets and Places, to be included as an appendix to the proposed
element, is attached to assist in the review of the map.
