In January 1984, the Administrator of General Services granted a waiver to
the General Services Administration (GSA) Interagency Fleet Management
System (IFMS) from the provisions of Federal Property Management
Regulations (FPMR) 101-38.403. This section of the FPMR's require
placement of identifying decals on the side doors of Government-owned and
leased motor vehicles. The placement of a single decal on the rear window
of GSA (IFMS) vehicles has proven to be a cost effective measure in
eliminating the need to repaint portions of the vehicles prior to disposal.
Subsequently, the Department of the Interior sought and was granted a
waiver from the provisions of 101-38.403. On May 13, 1985, the Acting
Administrator of GSA granted a blanket waiver for all Government agencies,
which would allow them to identify vehicles on either the rear window or on
the side of the vehicle (see enclosure).
This section of the FPMR's is being revised to allow agencies to identify
their vehicles in either fashion. In addition, the scope of the change is
being broadened to allow all vehicles, not just passenger vehicles, to make
use of rear window decals where such decals can satisfactorily identify the
vehicle. However, it will be several months before the FPMR change will be
issued. Therefore, until the FPMR Final Rule is issued, you are authorized
to mark your agency's vehicles using decals on either the rear window or
the side of the vehicle.

ISSUE: Change in Placement of Decals Used to Identify Government-owned
Vehicles.
BACKGROUND: In January 1984, the Administrator granted a waiver to GSA from
the requirements of FPMR 101-38.403 which requires placement of
decals on the side doors of Government-owned vehicles. This
waiver was granted for passenger-carrying vehicles operated by
the interagency Fleet Management System, with the provision
that, if this proposal proved cost effective, we would propose
changes to the FPMR allowing other agencies to follow suit.
A waiver has already been granted to the Department of the
Interior at their request.
DISCUSSION: The placement of a single decal (sample enclosL:d) on the back
window of Interagency Fleet Management System vehicles is
proving to be cost effective by eliminating the need to repaint
the sides of vehicles prior to disposal. The FPMR is currently
being changed to allow other agencies to similarly identify
vehicles. However, it will be several months before an FPMR
revision can be implemented. In addition, the scope of this
change is being broadened to include all vehicles which can be
conspicuously identified by rear window decals.
IMPACT: This change will allow all agencies to identify vehicles by
using rear window decals as GSA does. Adoption of this change
will result in cost savings to all agencies of the Federal
Government.
RFCOMMENDATION: We recommend that a waiver be granted for all agencies to
identify vehicles on either the rear windows or on the side of
the vehicle. With your approval, we will proceed-to notify
Federal agencies that we have waived the requirement that all
vehicles be identified on the sides of vehicles.
