1. Your request to approximately double the size of the
existing space allocation to SAD/OSO in the GE-02 Headquarters
area has been received and added to other pending requests for
additional space in the Headquarters building. This request
for0 sq. ft. contiguous to existing SAD facilities is
especially difficult because achieving it would require
dislocation of the ADSTAR/Project SAFE areas.
2. At this time, a feasible plan to fulfill the SAD/OSO
requirement cannot be described, but the HOME Division, OL,
will include this requirement along with others when it
prepares the proposed Space Allocation Plan for 1987 for
submission to the Headquarters Management Board. In
preparation for this plan, which is due in September, the
planners will meet with OSO personnel to fully discuss the
requirements and possible alternatives.

SUBJECT: Additional Space for the Signal Analysis
Division of the Office of SIGINT Operations
1. In the initial planning for the new Headquarters Building,
the Signal Analysis Division (SAD) of the Office of SIGINT Opera-
tions was allocated 0 square feet. Subsequently, it was
decided that SAD would not move to the new building but that the
equivalent space to that planned for SAD in thew new building, i.e.

Building. Including the new spaces now being renovated for
square feet (some 5,000+ square feet short of that a reea Lo).
These estimates have been discussed with of HOME/OL.
Since providing the estimate for the size of the area

required for SAD, a new initiative for the division has been
included in the DCI's FY-86 program. For your planning, this new
initiative will necessitate additional space. The new initiative
includes a fifty percent growth in the number of people and a
comparable growth in the laboratory area over a six-year period.
Thus, in planning the space requirements , it is to be
assumed that SAD will require a total of square feet (or

occupies). These additional spaces are to be contiguous to the
current spaces to provide the interconnectivity required f
multidisciplinary analysis and computer system networking.
