I can assure you, all that I say will be honestly spoken and deeply Yet I would not be candid with you were I not to admit to special feelings about this meeting between us now. The job of President can have its disadvantages -- believe me. But it can also have its great privileges. One of those privileges is an occasional opportunity to stand among my country's heroes: they may be former POWs, they may be Medal of Honor winners, or they may be members of CIA's clandestine services. That is why I have come here today. I want to say to you what the vast majority of Americans would tell you if they had the chance: We do count you among America's heroes, we are grateful to you, we thank you. We are proud of you. The act of Congress I will shortly sign is one designed primarily to protect your lives and maintain the valuable work you do. It was passed overwhelmingly by the Congress and I consider that a vote of confidence from the American people for every one of you. I am permitted only a few minutes with you -- one of these disadvantages about being President is finding out when you wake up you're thirty minutes behind schedule. But before I go I wanted to leave with you one thought: You are on the front line of our defenses. You are the experts, the pros, the best there is. We value you for that. But I also hope that in confronting daily the dangers that face this Nation you will not lose your idealism and your faith in your country. It is true that we Americans sometimes stretch the limits of prudence in recognizing foreign dangers and responding to them. But it is also true that when we do open our eyes, we are a vigorous, powerful and invincible people. I believe such a turning point is upon us. The forces of totalitarianism are reaching the exhaustion point, the Soviet experiment is decaying -- and, even more important, this fact is beginning to dawn on the rest of the world, and even on the Soviets themselves. You may have noticed recently that some of my speeches pointing to their shortcomings have not won rave reviews from Pravda and Tass -- it seems we touched a nerve. You and I are involved in perhaps the most important of all the great struggles for human freedom. It is a struggle for which some of your colleagues, whose memory is marked here by only a simple star, were willing to give their last, full measure of devotion. The ceremony included laying of a cornerstone and unveiling of a dedication plaque. In preparing for this Ceremony, employees of the Agency were asked to make suggestions for documents and other materials for sealing within the cornerstone. Fran these suggestions a selection was made of items which best provide a historic perspective as well as current examples of Agency endeavors. At some future date, when opened, the box will provide items of historic interest concerning the Central Intelligence Agency and the cornerstone laying ceremony itself. Contents of the cornerstone box include: 1. A copy of the CIA Credo which sets forth the objectives and ideals governing our work in intelligence. 2. A CIA medallion which is representative of that given to all employees upon retirement from service. 3. The program, photo booklet and text of President Reagan's speeches to covert and overt employees at the Groundbreaking Ceremony on 24 May 1984. 4. A copy of the current editions of the WORLD FACT BOOK, containing political, geographic and economic facts of all other countries in the world, and of the FACT BOOK ON INTELLIGENCE. 5. The publication, DIRECTORS AND DEPUTY DIRECTORS OF CIA: DATES AND DATA 1946-1983. 6. A miniature agent camera and crypto chip with a brief description of their use and technology employed. 7. An aerial photograph of the CIA Headquarters complex before construction of the new building. 8. An artist's rendition of the new building as it will appear when completed. 9. The new facilities include a 1.1 million square foot multipurpose building, a 2,500-car parking deck, and two security checkpoints. The multipurpose facility, consisting of both office and equipment space, is being constructed west of the existing cafeteria and will connect to the existing building at the ground and first floors. The ground floor connections are adjacent to the new loading docks and will facilitate the movement of equipment and supplies between the two buildings. The first floor connections will provide personnel access to the cafeteria and between buildings. The new building has been designed to preserve the campus atmosphere and wooded environment of the site and to maintain the presence of the existing building as the Headquarters entrance. The new building is being built into the hillside west of the existing cafeteria. When finished, it will consist of two six-story office towers constructed of green-tinted glass curtain walls with horizontal and vertical divisions designed to be compatible with the existing Headquarters facade. The four-story atrium will contain an employee services concourse and four levels of outdoor planters which will recreate some of the lost greenery of the hill. The ground floor exterior base, which is being constructed of concrete to emulate the existing building, will contain building support functions. Entrance to the new building will be at the fourth floor level on the west side and adjacent to the new parking deck. Two escalators will expedite the movement of personnel between the fourth and first floors. The courtyard space between the two buildings is designed to preserve the existing large trees near the cafeteria, and additional plantings, park benches, tables, and pathways will be provided to encourage use of this space by Agency employees. This courtyard will also provide a pleasant view from the existing cafeteria and the atrium of the new building. The new building incorporates the latest materials and construction techniques to permit rapid space reconfiguration at minimum cost. The entire office and computer space will be on raised flooring, and a system of plug-in wiring will be used for electrical distribution. The air conditioning will be a variable volume system which is inherently flexible and can easily accommodate reconfigurations of interior space. Energy conservation has been stressed throughout, with the most noticeable evidence the unique double wall exterior. This double wall provides an insulating barrier on all sides. The three-level parking deck has also been designed to complement the campus atmosphere of the site and to provide a low profile for our neighbors at The Claude Moore Colonial Farm at Turkey Run and the Turner-Fairbank Highway Research Station. The parking deck has been built into a small hillside in the existing West Parking Lot and has surface access at each level, eliminating the need for interior ramps between levels. The top level of the deck and the adjacent surface parking will be landscaped to soften the large area. This facility will permit improved security procedures that will validate visitors' credentials before they are admitted to the site. The security checkpoint will also be the Agency terminus for Metro buses and taxis. Shuttle service will be provided from this facility to the Headquarters entrance. A second security checkpoint at the parkway entrance will provide improved procedures for employee access. The design is by the architectural-engineering firm of Smith, Hinchman & Grylls Associates, Inc. The National Capital Region, General Services Administration, is the contract agent for the construction. Initial site preparation and foundation construction was by the George Hyman Contruction Company. The building construction is by the Centex Construction Company. Scheduled occupancy of the new building is August 1987.
