SUBJECT: CIA Talking Points
1. In anticipation of Vice President George Bush's visit to CIA
Headquarters on 1 November 1985, the attached talking points" might be
of use to Mr. Bush's speechwriter.
2. We look forward to about 10 minutes of remarks by Mr. Bush at an
outdoor ceremony for the laying of a cornerstone for a new 1.1 million
square foot addition to our existing Headquarters Building. His address
will commence at about 10:10 a.m. following a brief introduction by CIA
Director William J. Casey. In addition to a standing audience of
perhaps 1,000 CIA employees, seated guests will likely include a
substantial number of Cabinet members, members of Congress, past and
present senior officials of the Intelligence Community, and members of
local citizen's. groups. You will recall that Mr. Bush joined the
President for a ground-breaking ceremony at this same site on
24 May 1985.
3. Mr. Bush still has many friends at CIA from his days as DC t,
although nearly nine years have since elapsed. He is sure to 'receive
the warmest of receptions. Meantime, please feel free to call on me, or
on our staff speechwriter, for any further
assistance we might provide.

Express Agency's new optimism since 1980 and support of
Congress, President, and the American Public.
Melding of Old and New, buildings and traditions
HUMOR: "Last time I was here, my Boss stole my best CIA joke."

*Today we dedicate new building. Although "new addition" to
CIA physical plant today, new generation of Intel officers will
come to see Old and New as One Structure. Pres. Eisenhower,
DCI Dulles laid.'cornerstone of Old building in 1959.
*Symbolic of new growth/confidence of Agency. Building is
symbol of renewed support of CIA by President, by overwhelming
majority of both parties in Congress, and most importantly by
people of this nation. CIA is intel service of American
people, works for good of U.S. and allies.

*American public has ..e to know that timely, accurst( ntel
is vital to American survival in increasingly dangerous world.
Intel requirements and challenges are ever-changing; but policy
maker's need for critical information on which base national
policy will never change.
*New building will house latest state-of-art computers and
other technology, but most important will house people who must
meet Intel challenges. Intel is above all dependent on good
people. As DCI, I learned that CIA has the best. Under Bill
Casey, the best are getting even better.

*When complete, new building will hous 3,000) Agency employees
presently in outlying buildings. Will enhance efficiency and
security. More important, will provide good working conditions
essential to careful, thoughtful assessment of today's major
world problems: terrorism, Soviet expansionism, loss of our
technology, narcotics trafficking, Third World debt, nuclear
and chemical weapons proliferation, and host of other key
issues.
*Questions asked by policymakers will grow more difficult, more-
complex. No longer need "just the facts." Today, policymaker
needs real understanding/illumination of issues. These often
complicated, inter-related political, economic, military,
demographic,. scientific developments. CIA's traditional team
effort, high degree of expertise required to meet these needs.

*This happy occasion, when CIA begins fourth decade of service
to American people and on behalf of freedom throughout world,
is time for reflection on great heritage and accomplishments.
But even more fitting that we look ahead with optimism on
exciting prospects for future. Today we joining symbolically
Old and New at CIA.
*I have no doubt that Agency, as it always has, will find new
solutions to new challenges as they arise. No doubt that old
virtues of self-sacrifice, toil, and character are found in new
officers as with old. No doubt that old tradition of service
to country will continue new and fresh, with dedication and
devotion.
