SUBJECT: Weekly Report for Period Ending 26 April 1985
1. Progress reports on tasks assigned by the DCI/DDCI:
None.
2. Items/events of interest:
a. The International Narcotics Intelligence Issues Course began
on 22 April with an enrollment of 25 students. The fundamental
rationale for the course was illustrated in dramatic fashion the opening
day with a testimonial presentation from a former drug addict on the
nature and consequences of addiction. The course includes presentations
by speakers from the White House, Coast Guard, Department of State,
Internal Revenue Service (on 'narcodollars'), and other Community as
well as Agency actors in the U.S. Government's concern with narcotics.
b. The Defense Intelligence Agency has allocated 50 spaces to
the Agency for the special on-site running of the Nuclear Weapons
Orientation Course. The Course is being conducted at the Defense
Intelligence Analysis Center, Bolling Air Force Base, 21-23 May, by the
Interservice Mobile Training Team from Kirtland Air Force Base.
c. A course on 'Communism in the Contemporary World' was
recently conducted from 15-19 April. The new course is an ongoing
reevaluation of the Agency's regional training program. Approximately
one-half of the course focuses on Communism in power--a look at the
foundations of the Soviet system, the Chinese and East European
experiences, instruments of domestic control and international
expansion, the planned economy, and prospects for the Gorbachev regime.
The remainder of the course examined the expansion of Communism into
other regions, focusing on the appeal of Communism in West Europe and
the Less Developed Countries, the Cuban Revolutionary model, Marxist
insurgencies against Marxist regimes, and an assessment of the USSR's
successes and failures in the Third World.

d. Forty-eight Career Trainees began their orientation training in
the Career Trainee Development Course (CTDC) on 22 April. Of the 48, 17 are
destined for careers in the DO, 13 for the DS&T, 11 for the DI, and 7 for the
DA. Thirty-seven members of the class were recruited from outside the Agency.
e. The Administrative Career Training Course was completed on
19 April and the Deputy Inspector General (D/IG) and Associate Deputy Director
for Administration (ADDA), were guest speakers on the final afternoon. The
D/IG gave a one hour presentation on ethics and integrity for DA
professionals, drawing on his own experience and on recent IG cases. The ADDA
presented an overview of key areas of future interest for the DA and answered
questions on a variety of subjects.
f. The fourth increment of OSS records, consisting of 100 cubic feet,
has been transferred to the National Archives and Records Administration
(NARA). The records cover five records schedule items and include: Combined
Intelligence Committee; Washington Communications Branch Records; and
Washington OSS Research & Analysis Branch/MAP Procurement and Cataloging.
This latest transfer brings to 660 feet the total amount of OSS records turned
over to NARA.
In conjunction with the review of OSS records, efforts continue on
the collection of motion picture film for possible transfer to NARA;
approximately 30 films were made available to Mr. Ed Boughton of the Veterans
of OSS. Personnel from the Directorate of Operations (DO) assisted
Mr. Boughton in screening these films for footage on General Donavan.
Nineteen reels of film were found to contain some footage of General Donavan
and arrangements are being made through the Office of Logistics to have the
referenced film clips duplicated. Mr. Boughton plans to use the footage in
the production of a film on General Donavan.
g. The Office of Information Services (OIS) has forwarded a
memorandum to the DO and the Directorate of Intelligence (DI) confirming a
verbal agreement on a procedure regarding requests for mandatory review. The
Classification Review Division (CRD) will now conduct the preliminary review
of such requests on a trial basis. It is expected to make review in the
substantive components easier and save time, freeing personnel for their
primary duties. CRD believes that this procedure will get replies to the
requesters faster; improve consistency in our classification decisions; aid in
the development of Agency-wide standards for classification review; and
improve control of what has been released under mandatory review. The new
procedure is scheduled to be initiated on 1 May.

1. On 17 April, representatives from the OP briefed two staff members
from the Senate Select Committee on Intelligence (SSCI) on the Government
Employees Health Association Premium differential request contained in the
Plan. The SSCI staffers appeared supportive and specific ormat on was
provided for their use in determining whether SSCI will support the budget
item in spite of OMB's objection to the proposal.
m. The Deputy Director of Personnel for Employee Benefits and
Services and Chief, Retirement Division addressed a workshop of some 100 DO
employees on the current status of the Agency's legislative retirement
efforts. A short presentation providing historical background and an update
on recent events was followed by a 45-minute question and answer session. The
participants appeared to be most appreciative and understanding of our effort
to provide current information and the significance of the Agency management's
involvement in this issue.
n. The Child Day Care Center Planning Committee conducted a survey of
CIA employees concerning their interest in, and support for, an Agency on-site
day care facility. The survey was conducted via a questionnaire, and the 650
responses suggest that child care needs support the establishment of an
on-site facility. Useful data were gathered on the type of facility and
services that would meet the needs of the greatest number of employees. Work
continues on the preliminary phases to implementation. The DDA plans to brief
SSCI and HPSCI staff members in May and secure their support.

p. The Office of Security (OS) was involved in an unusual incident
involving an admitted illegal alien from Mexico. This individual arrived at
the Headquarters compound via Metrobus and asked to speak to someone at CIA
about his land which was allegedly confiscated by the Mexican Government. At
the request of the Office of General Counsel (OGC), appropriate identification
concerning Subject was obtained for referral to the Department of Justice.
The Subject was later permitted to return to his current residence, the Irving
Street Shelter, in Washington, D.C.
q. The Office of Finance (OF) reports that for the period
1 October-31 December 1984 there was a savings of 1.9 million dollars, a 37.5%
increase over the same period in 1983, for domestic TDY travel use of GTR's by
Agency employees. The savings are computed on the basis of the difference
between the Government discount fares obtained and the estimated full Economy
('Y' class) fare.
r. The final drawings for the acceleration lane on the westbound
George Washington Parkway have been received. The cost for construction of
this 1800-foot lane is estimated at $960,000. This project will significantly
improve the safety of personnel from CIA using the exit. Also, the
architect-engineer contractor for the new Headquarters Building has redesigned
the new entrance drive from Route 123 to eliminate the need to cut down trees
on the Scattergood-Thorne side of the roadway. Work is expected to begin and
to be completed this summer.
Custom Environmental, Incorporated, has finished planting the last
of 71 white pine trees on the hill overlooking the guardhouse at the Route 123
entrance to the Headquarters Compound. This completes the Agency's commitment
to the residents of Savile Lane for a natural barrier parallel to that road.
s. In the North Cafeteria at Headquarters Building, the contractor
completed the painting of the existing curtain walls and induction units and
has installed the first 28-foot section of the new partial-height partitions.
These partitions are scheduled to be installed throughout the cafeteria. In
the South Cafeteria, the contractor completed the final ceiling dry wall
finishing operations in the center section of the center bay. This area is
scheduled for painting the weekend of 27 April. In the mezzanine area, dry
wall ceiling finishing operations, as well as metal latch and plaster work,
are still to be accomplished.
t. Registration documentation has been received from the General
Services Administration (GSA), and the new 47-passenger s been
placed in service.

3. Significant activities anticipated during the coming week:
a. On Monday, 29 April, the DDA will address the April 1985 CT Class.
b. On Wednesday, 1 May, the DDA will attend the Travis Trophy and
Director's Trophy presentation at NSA.
c. On 3 and 4 May, the DDA, along with the EXDIR and the other DD's
and ADD'S, will attend a seminar at IBM.
