I have received your request of December 27, 1985, for information
regarding Agency policy on external contracts with academic institutions and
individual academics. As I am sure you realize, the specific questions raised
are complex in nature and require that our four directorates conduct a
complete review to ensure that the information we provide you is both
comprehensive and accurate.
We are actively conducting such an internal review of Agency contracts and
expect to have all information in hand and forwarded co you by mid-February.

In reply to your request of December 27, 1985 and my letter
of January 22, 1986, I have conducted a review of Agency policy
on external research contracts with academic institutions and
individual academics. This review addressed the questions you
raised, and I have enclosed our results in response to your
inquiry.
As you are no doubt aware, Dr. Robert M. Gates, my Deputy
Director for Intelligence, addressed many issues relating to our
external research contracting policies and procedures during his
speech at the John F. Kennedy School of Government at Harvard
University on February 13, 1986. I have also enclosed a copy of
the text of Dr. Gates' speech for your information.
I am confident that these documents will answer your
questions concerning our policies and practices of contracting
for scholarly research. Our efforts in support of intelligence
analysis are, in fact, carefully planned, openly conducted, and
designed to preserve the "academic freedom" of scholar and
institution alike.
