An Interagency Group Meeting on U.S. Military Cooperation with
China will be convened at the Department of State, Room
No. 6210 on Wednesday, October 22 at 10 A.M. The Group will be
chaired by Assistant Secretary Gaston Sigur.
The meeting will review Secretary Weinberger's October 7-11
trip to China; preparations for the U.S. Navy ship visit to
Qingdao beginning November 5; the visit of PLA Logistics Chief
Hong Xuezhi October 14-15; U.S. Army General Wickham's upcoming
trip to China; future high-level visits; the status of FMS
programs--particularly the Air Force F-8 Letter of Agreement,
the Navy Mark 46 MOD 2 coproduction negotiations, and the Army
AN/TPQ-37 radar program; the Western Union application for
China launch services; and finally, consideration of tasking
the Working Group with preparation of a roadmap paper on
US-China military cooperation over the next two to three years.

SUBJECT: Interagency Group Meeting on U.S. Military Cooperation

Pursuant to the President's decision (White House memorandum dated
September 2, 1986) establishing an Interagency Group on U.S.
military cooperation with the People's Republic of China (PRC), an
initial meeting will be convened at the Department of State,
Room No. 6210 on September 10, 1986 at 1000 hours. The group will
be chaired by Assistant Secretary Gaston Sigur.

The purpose of the meeting will be to review the objectives of
developing our military relationship with the PRC as defined in
NSDD-140 of April, 1984 and to prepare recommendations for Secretary
Weinberger's forthcoming trip to the PRC, scheduled for October.

Establishment of an Interagency Group (IG) on U.S.
Military Cooperation with the People's Republic of
China (PRC) (S)
The President has approved the recommendation of the Department
of State, concurred in by the Department of Defense and the
National Security Council, that an Interagency Group be
established on U.S. military cooperation with the People's
Republic of China (PRC), to be chaired by State (EAP), which will
report through the SIG/FP to the Secretary of State and the NSC.

It is recommended that the IG meet in the near future, to review
the objectives of developing our military relationship with the
PRC as defined in NSDD-140 of April 1984, -- our most recent
statement of U.S. policy toward the PRC -- and prepare
recommendations for Secretary Weinberger's forthcoming trip to
the PRC, scheduled for October, 1986. (S)
