RYAN, JR. f SUBJECT: International Conference on Private Sector Initiatives On November 24-26 of this year, the White House is sponsoring an International Conference on Private Sector Initiatives in Paris, France. The Conference will involve Cabinet level ministers and corporate chief executives from seven countries (United States, France, Germany, Italy, Switzerland, England and Belgium). The Conference has been a major effort by the White House and has become a project important to the President. He has made several public statements about it (Tab A) and sent personal letters to each of the Invitees (Tab B). A number of U.S. Government officials, corporate CEO's and personal friends of the President will be attending. In addition to these American VIP's, top business leaders and Cabinet ministers from Europe have agreed to attend. Tab C has a partial list of attendees. In light of the terrorist incidents that have recently occurred in Paris, a substantial concern has developed about security. It is rare that such a high level group of business and government leaders are gathered in one place, obviously making It a potential terrorist target. Part of that includes something we call Private Sector Initiatives. As a result of the tremendous success that we have enjoyed with this uniquely American concept, there has been a great interest expressed by other countries in implementing similar programs. Well, I am pleased to announce an International Conference on Private Sector Initiatives hosted by Board of Advisors on Private Sector Initiatives will take place in Paris this fall. We're proud of America's successes in fostering and promoting charitable giving, voluntarism, public-private partnerships, and corporate responsibility. Through this International conference, we will be able to share our insights and experiences with our friends overseas. You'd be surprised how many times after a rough beginning in the Economic Summit with the other six heads of state that make up the seven, I now go to one of them and every once in a while I'm button-holed by someone who wants an explanation of how we did this or that and it's just been wonderful to tell them about the private sector. As a matter of fact at a dinner, I won't name the country to embarrass them, but at a dinner at the White House one night, I had the Ambassador's wife as a dinner partner and I was telling them something that was going on In our country in the private sector - what it was doing. And she listened very quietly and she said, "Yes, but that's here - you're unique." I said, "what do you mean" and she said, "In your country, yes" but she said, "nowhere else - every place else they just leave it to the government to do." And as I say I won't tell on her but I remembered that and its something I know that all of you are dedicated to keeping alive. We are unique and maybe we can pretty soon get the rest of them to follow suit and then we'll all be better off. Presidential Board of Advisors on Private Sector Initiatives Meeting September 11, 1986 Many of you have heard me talk about the International Conference on Private Sector Initiatives that will be taking place in Paris, France, this November. Well, I'm very pleased at the Initiative that my Board of Advisors has demonstrated In hosting this unique Conference. I'm proud of what we have been able to accomplish in the United States in promoting private sector activity. In fact, it's a subject that I have often enjoyed discussing with leaders of other countries. This conference will enable the key private sector leaders and government officials from seven nations to get together and share information on innovative new private sector programs from each of the countries. The planning of this unique Conference has been a partnership in itself involving governments, corporations, and charitable groups from around the world. It seems that the more people hear about this, the more willing they are to become involved. Fraternal Congress Briefing 'September 25, 1986 Early in the last century, the French observer, Alexis de Toqueville, wrote these words about volunteer efforts in America: "I have often seen Americans make really great sacrifices for the common good, and I have noticed a hundred cases in which, when help was needed, they hardly ever failed to give each other trusty support.... Having no particular reason to hate others, since he is neither their slave nor their master, the American's heart easily inclines toward benevolence." Now, since as I said a moment ago you're experts in this field, all of you will have noticed that these are good times for fraternal and volunteer organizations -- that the ethic of voluntarism itself seems to have gained new strength in recent years. Indeed, last year charitable giving in America amounted to some $79.8 billion, an. amount larger than the national budgets of two-thirds of the countries in the world. Perhaps still more striking, charitable contributions are rising dramatically -- between 1980 and 1985, charitable contributions increased by 82 percent. This success has not gone unnoticed. In fact, other nations around the world have realized the the great value of charitable giving and voluntarism in their society. As a result, an International Conference on Private Sector Initiatives will be taking place in Paris, France, this autumn with the goal of promoting such progress around the world. The private sector has been mobilized to greater and more sustained involvement in social and economic pro- grams in communities across America. Levels of philanthropy and volunteerism are at an all-time high and innovative new public-private partnerships have emerged as some of the best methods of addressing our nation's needs. As a result, billions of private sector dollars have addressed needs that otherwise may have fallen to government budgets to handle. Individuals and corporations that have participated in private sector initiatives have experienced the satisfaction and rec- ognition that come with being actively involved in community service. In my meetings with other heads of state, I have frequently enjoyed sharing Information with them on this successful program. I have also learned that many innovative private sector programs have developed in other countries which have made significant contributions to those nations. As a result of these exciting new developments around the world, a special International Conference on Private Sector Initiatives has been planned to take place in Paris, France on November 24-26, 1986. This unique Conference will be attended by senior government officials and top business leaders from France, Great Britain, the Federal Republic of Germany, Italy, Switzerland, Belgium and the United States.
