1. I want to extend the DCI's sincere thanks and
appreciation for your excellent planning and coordination
of the Bob Ames symposium and dinner at La Salle
University. The Director noted that your presence, and
that of Mr. Helms, significantly enhanced the success of
his visit to the University. The program's success was
due in no small measure to your efforts over the past many
months.
2. While the Director was very pleased with the Ames
memorial plaque, I know that he also took considerable
pleasure and pride in being part of the entire program.
It was most heartening to him to witness a program that
publicly recognized the talents and efforts of an
exceptional Agency employee. The symposium was enjoyed by
all who attended, particularly the Ames family and friends.
3. You should feel proud of your major contributions
to an event that was certainly an appropriate tribute to
Bob Ames.

I want to thank you for the fine help you gave me in
connection with the symposium in honor of Bob Ames. Your
choice of speaking material turns out to have been absolutely
first class, and I want you to know how much I appreciate
your good judgment in heading me that way.
I was frankly surprised at the high c~~as.lity of the
panels. Some one worked hard to get all those heavy hitters
in an auditorium at LaSalle University at the same time.
On the ABC evening news Friday, I saw an excellent
photograph of Father Patrick walking up the stairs of the
College Union building with Director Casey. The President
of LaSalle must have been very pleased.

SUBJECT: Address at the La Salle University Testimonial Dinner
in Honor of Robert C. Ames
1. Action Re nested: None. This is background information for your
address at t e La Sa a University Testimonial Dinner in honor of the late
Robert C. Ames, on Monday, 11 December. The dinner and address will be held
in the Ballroom of the College Union Building. A business suit will be the
appropriate dress for the occasion.
2. Arran ements: Brother Patrick Ellis, President of La Salle University,
and Edwar urzansTc Assistant Director of Alumni, will meet you at the main
entrance of the College Union Building at 5:55 p.m. and escort you to the
Ballroom for the reception. (See tab for biography.) A receiving line is not
planned. Dinner will begin at 6:45 p.m. and at approximately 7:15 p.m.
Brother Patrick will posthumously bestow the University's President's Medal on
Bob Ames' widow, Yvonne Ames (now Mrs. Frank Julian). Mr. Frank Blatcher,
classmate of Bob Ames, will give remarks followed by Brother Patrick's
unveiling the plaques and dedicating them in honor of Bob Ames. One will be
presented to you to be placed at the Agency and the other will remain on
campus. Your address is scheduled for approximately 7:30 p.m, and Brother
Patrick will introduce you. Letters from both President Reagan and Secretary
of State Shultz are incorporated in your speech, and, at the end of your
presentation, are to be given to Brother Patrick. (See tab for letters.) The
suggested format is 15 minutes of remarks without a Question and Answer
period. Ad3ournment will be at approximately 9:00 p.m. You will be seated at

SUBJECT: Address at the La Salle University Testimonial Dinner
in Honor of Robert C. Ames
A podium, mike and neck mike will be provided near the head table. The
Agency's TY crew in con3unction with La Salle is taping the symposium and
dinner program for the Agency's and University's historical files. Each
individual who is making an appearance was notified and permission obtained.
AG/NIC, will give an interview to the college newspaper, THE
COLLEGIAN, on Bob Ames.
Audience: You can expect an audience of approximately 250 alumni, faculty,
friends a~20 CIA employees. (See tab for list of Agency employees.) Print
media including the PHILADELPHIA INQUIRER and local TV and radio stations also
may cover the program. (See tab for list of mayor newspaper, radio, TV and
wire service bureaus in Philadelphia.) President of USA TODAY Thomas Curley
and David Attaway of THE WASHINGTON POST will attend the symposium and the
dinner.

In addition to the dinner, La Salle University is sponsoring on the same
day a memorial symposium to Bob Ames "A Survey of Themes in the Middle East."
The symposium will be held from 9:00 a.m. to 4:00 p.m. in the Dan Rodden
Theatre on La Salle's campus. The symposium is free and open to the public.
An audience of approximately 300 faculty, alumni, and students including some
who are foreign nationals is expected. Richard Helms will be the featured
speaker. Other Middle Eastern experts participating will be Harold Saunders,
former assistant Secretary of State for the Near East; William Quandt and
Robert Hunter (who worked closely with Bob Ames), former National Security
Council members; Shireen Hunter, former Iranian diplomat; Graham Fuller, vice
chairman of the NIC; Daniel Pipes, Director of the Naval War College; and
David Long, Office of Counterterrorism, US Department of State. Each panelist
will speak for approximately 20 minutes before taking questions from the
audience. (See tab for agenda.)
University President Brother Patrick Ellis noted that one of the reasons
for the Symposium was to establish a role model for present day La Salle
students. He observed that students entering the University these days were
bright enough but narrowly focused. To help counter that situation, La Salle
wished to advertise Ames as an honor student, successful athlete and
distinguished public servant.

SUBJECT: Address at the La Salle University Testimonial Dinner

"La Salle Peace and Justice," a small organization of approximately ten
La Salle faculty members, have complained about CIA participation. Father
Daniel Barrigan was suggested as a speaker for the "other side." The dissident
group was reassured that the program was initiated by the University. No
demonstration is expected.
La Salle, an independent, co-educational Catholic institution, was founded
in 1863 by the Brothers of the Christian School, a religious order dedicated
to teaching. La Salle derives its name from the founder of the Christian
Brothers, St. John Baptist de La Salle. The student-faculty ratio at La Salle
College is very low (about 15-1). La Salle's coeducational student body comes
from 30 states and 14 foreign countries with 87 percent of La Salle's
undergraduates receiving some form of financial aid. (See background materials
for brochure.)

I join President Reagan in honoring the achievements of La
Salle's distinguished alumnus, the late Robert C. Ames.
Bob's years of service in embassies throughout the Middle
East gave him a special appreciation of the relationship
between policy, diplomacy, and intelligence. This appreciation
and Bob's individual talents allowed him to serve two
administrations as a senior advisor. He provided major support
to President Carter during the Camp David peace process, and to
President Reagan in our efforts to pick up the pieces from
Lebanon and fashion a peace accord in that region.
I valued his expertise on many subjects, but particularly
on how Arabs think, feel, and react. These insights reflected
both his extensive experience "on the ground" and careful
analysis. He was always learning, and took time to keep up
with the views of Middle East scholars. Those of us who relied
so heavily on his wisdom could always be sure that he had
considered ideas from inside and outside the government.
Beyond this we admired his indomitable spirit. I once told
Bob he reminded me of the engineers at Bechtel with their "can
do" approach to difficult challenges. When others were
inclined to become discouraged at the difficulties of even
understanding the problems in the Middle East let alone solving
them, Bob kept trying, and his enthusiasm and energy rubbed off
on us. In seeking to emulate that gallant, unflagging spirit
Bob Ames' memory is best enshrined.

University for their recognition of a distinguished alumnus and truly
superior public servant, the late Robert C. Ames.
There can be no sadder and yet no more fitting duty for a President
than to pay tribute to Americans who have given their lives in the
service of their country. The sadness I felt on the rainy Saturday
evening in April 1983, when the flag-draped coffins bearing the remains
of Bob Ames and his companions reached Andrews Air Force Base, is still
with me. So, too, is my anger toward those whose violent act took their
lives.
The world is complex and the Middle East especially so. To know the
Middle East as Bob did so well, and to advise properly and eloquently
those of us who relied so much upon him, required a special degree of
wisdom.
More than that, Bob and those other gallant Americans showed us in
their lives and tragic deaths a deep sense of purpose. They recognized
the danger they faced and yet they went willingly to Beirut. Bob, in his
special role, like the others in theirs, tried to assist people who look

to this country believing in America's sense of justice, America's
fundamental decency. Quite simply, Bob and his companions were trying to

La Salle's motto, I am told, is "Virtue and Knowledge." In both the
wisdom and the dedication of Bob Ames, I cannot imagine any better
fulfillment of that motto.
It is written, "Blessed are the peacemakers." Bob Ames was a true
peacemaker. We thank God for him. And we thank you, too, men and women
of La Salle. In honoring Bob Ames you rightly honor yourselves.

This is to confirm arrangements for CIA Deputy Director
Dr. Robert M. Gates address at the La Salle University testimonial
dinner in honor of Robert C. Ames on Thursday, 11 December, in
Philadelphia.
As you have already heard from due to schedule
changes, CIA Director William Casey is unable to address the dinner,
and our Deputy Director will speak in his place. Basically, the
arrangements will be the same as stated in my 29 October letter.
Although we understand that the college paper will do an article
covering the symposium and dinner honoring Bob Ames, we request that
you do not put out an advance press release. According to our
previous conversation, you are expecting members of the print media
as well as commercial TV and radio to cover the event. Please keep
us informed as to the press coverage that you expect. The Deputy
Director does not normally give press interviews. However,
Dr. Gates has made an exception and agreed to an interview by the
college paper concerning Bob Ames, but not the Agency. If you plan
to publish his remarks, please give us the opportunity to review the
material prior to publication. Please have a podium and mike
available; he does not use a neck mike. As you also are aware, the
Agency is providing assistance to the La Sa11e Communications
Department in audio and videotaping selected parts of the
testimonial dinner and the symposium for the historical record.
Enclosed as you requested, is a photograph and biography of the
Deputy Director. We would appreciate receiving short biographies of
those people who will be meeting and hosting Dr. Gates. We also ask
that you send us an agenda of the symposium, the dinner program, and
a diagram of the head table seating.

the late Bob Ames. The University wishes to have the letter read at
the testimonial dinner that you are addressing on Thursday,
11 December.
If you ask the White House for a letter, you may wish to
reference the speech that the President gave at the time the bodies

Dear Mr. Turzanski:
This is to confirm arrangements for CIA Director William J. Casey's
address at the La Salle University testimonial dinner in honor of
Robert C. Ames on Thursday, 11 December, in Philadelphia.
According to our conversation, the proposed format for the evening is
for the reception to begin at 6:00 p.m., dinner at 6:45 p.m. followed by
10 - 15 minutes of remarks given by the Director. We ask that a podium
with both mike an~i neck mike be available. Adjournment is scheduled for
approximately 9:~ p.m. a request that you do not put out an advance
press release. Also according to our conversation, you are expecting
members of the print media as well as commercial TV and radio to cover.

are aware, the Agency is providing assistance to the La Salle
Communications Department in audio and videotaping selected parts of the
testimonial dinner and the symposium for the historical record. If you

material prior to publication.
Enclosed as you requested, is a photograph and biography of the
Director. Closer to the time of the event, we would appreciate receiving
short biographies of those people who will be meeting and hosting the
Director. We also ask that you send us an agenda, the symposium and
dinner program, and a diagram of the head table seating.

SUBJECT: Invitation to Address the La Salle University
Testimonial Dinner in Honor of Robert C. Ames
1. Action Requested: Accept or decline the invitation to speak at
the testim-o~a~dinn- er in honor of Robert C. Ames at La Salle University,
Philadelphia, Pennsylvania. The date set for the ceremony is Thursday,
11 December.
2. Back round: Brother Patrick Ellis, President of La Salle
University, as nvited you to speak at the testimonial dinner in honor
of the late Robert C. Ames and also to extend the same invitation to
President Reagan on the University's behalf. We understand that you
agreed to participate in this event when you met with Robert E. Hunter, a
former NSC official who had worked closely with Bob Ames. We also
understand that you discussed the possibility of inviting the President.
The proposed format is a reception scheduled at the Student Union
Building at 6:00 p.m. and dinner at 6:45 p.m. You are asked to give
10 - 15 minutes of remarks after dinner concerning Bob Ames. La Salle
will posthumously bestow the President's Medal upon Bob Ames making the
presentation to his widow. The University will also dedicate two copies
of a plaque in his honor. Brother Ellis wishes to present you with one
copy and asks that you arrange for it to be placed at Agency
Headquarters. The other copy will remain on campus.
You could expect an audience of approximately 400 alumni, faculty,
students, and about 20 Agency employees. Print media, including the
PHILADELPHIA INQUIRER, will be there, and the University will videotape
the evening's events. Local TV and radio stations may also cover the
program.
La Salle University is sponsoring a memorial symposium in honor of
Bob Ames from 9:30 a.m. - 4:30 a.m. the same day as the dinner.
