Dear John,
I deeply regret that I cannot be present at the ceremonies honoring a
great American, Ambassador Dick Walters. Nonetheless, I did wish to share
my thoughts with you and others on this special occasion.
In his book "Silent Missions", Dick recounted his final day at CIA
after more than four years as Deputy Director of Central Intelligence. He
wrote, "On the day I left the Central Intelligence Agency I walked down into
the great marble lobby of the headquarters and stood silently for a few
minutes in front of the stars carved into the marble on the right side of
the lobby to commemorate those of the agency who have laid down their lives
that we might live free. Their sacrifice was made on an invisible
battlefield and their glory is known but to a few. They will live forever
in the hearts of those who know what they did."
Dick Walters has served his country with extraordinary skill for
nearly fifty years. He, too, has been a valiant soldier on an invisible
battlefield for much of that half century. Many of his triumphs are known
but to a few. But Dick has made his own priceless contribution to American
freedom which we recognize tonight.
I know of no American more richly deserving of the honor you bestow
upon him.

The news that you will be unable to be present to
officiate at our Baker Award dinner on 21 May has been
received with considerable regret. We wish you to know
however that we understand--but you will be sorely missed!
In view of their previous close association, partic-
ularly in the trying negotiations with the North Viet-
namese and the PRC, in Paris in the late sixties, I am
now seeking Dr. Kissinger's presence at the dinner and
ceremony for Ambassador Walters. If there is any op-
portunity for you to join us even for a brief handshake
for Dick Walters that evening, that gracious gesture
would be warmly appreciated by all and most especially
by Dick. If that appears impractical, could you possibly,
mail to me a letter for Dick which could be read as part
of the award ceremony and presented to him?
Many thanks. We'll be looking forward to better
luck with your schedule next year.

were just yesterday that you presented the Baker Award
to Senator Goldwater.
Once more we are planning the award program-- Our
awardee for '86 is Ambassador Vernon (Dick) Walters,
as you are aware. The event is now scheduled for Wednes-
day, 21 May 1986, at the Officers Club, Ft. Myer, Va.
SASA respectfully requests that you again officiate
at the award ceremony and we are hoping most earnestly
that it will be possible for you to do so.
It should be another splendid evening. Our problems
with the air conditioning should be minimal at that time
of year!
All our warmest wishes. We will be anxiously awaiting
your response.

In anticipation of the need for background
information on Ambassador Walters in the preparation
of remarks for Mr. Casey, I thought I might commend to
you "Silent Missions" which was written by Walters and
published by Doubleday in 1978. It is rich with anec-
dotal material which would be helpful for a "speech"
writer. The book is probably in the CIA library. I am
also enclosing a biographical sketch provided by Walters'
office. Since he was the Deputy DCI from 1972 to 1976
you may have other background data on him in the CIA
files (?).
Our plans for the 21 May event are progressing
nicely. I have had the reverse side of the Baker Medal
redesigned and now have the artisans in New England
preparing a new steel die for the reverse side. It's
all very exciting. It occurs to me that after Mr. Casey
leaves his DCI office, he will be a first rate candidate
for our award! I am certainly keeping the possibility
in mind. He has been a great DCI.

Vernon A. Walters was nominated as united States Permanent Representative
to the United Iations by President Fonald P,eagan on February 8, 1985 and
was sworn in on flay 22, 19b5 after being unanimously confirmed by the
Senate. As chief United States Representative to the United Nations, he
also serves as a member of President I)eagan's Cabinet.
Prior to his appointment to the United States Mission to the United
Xaticno, io asadca Walters served as Senior Adviser to Secretary of State
Alexander Haig, until his nomination by the President to serve as
Ambassador-at-Large, a position he held from July 1981 to fay 1985. In
this capacity, he traveled to over 108 countries covering a million and a
half miles as the Fagan Administration's chief diplomatic trouble-shooter.
Ambassador Walters served in the United States Army from 1941 to 1976 when
he retired with the rank of Lieutenant General. In the course of his
military career, he served as special aide and interpreter to a number of
U.S. general officers, senior diplomats, and presidents. Following tours
in Italy, Brazil, Vietnam, and France, during which time he also served as
special aide and interpreter for Presidents Truman, Eisenhower, and Nixon
on their foreign travels, General Walters was named Deputy Director of the
Central Intelligence Agency in 1972. The four and a half years in which
he served the Agency included a five month period as Acting Director.
Fran 1976 to 1981, he was a consultant, lecturer and author.
After his retirement, General Walters wrote his memoirs, Silent Missions,
an autobiography which was published by Doubleday in 1978. His other
writings include Sunset at Saigon and The Mighty and the Leek. He has
also written many articles and book reviews.
Born in New York City on January 3, 1917, Ambassador Walters lived there
until 1923 when he went to FLrope with his parents. He remained in Europe
for more than ten years, attending St. Louis Gonzaga School in Paris,
France and Stonyhurst College in Great Britain. He has received honorary
decrees from several universities.
Ambassador Walters is fluent in seven foreign languages: French,
Portuguese, Spanish, Italian, German, retch, and Russian. He is also the
recipient of many honors and distinguished service awards: the U.S.
National Security t?ledal; the Distinguished Service Medal (two oak leaf
clusters); the Legion of 19erit (oak leaf cluster); the Bronze Star; the
Air Medal; the Distinguished Intelligence tdedal and many campaign medals.
He has been decorated by the Governments of France (Legion of Honor),
Italy, Brazil, Vietnam, Spain, Portugal, morocco, and Peru.

SUBJECT: Security Affairs Support Association Award Banquet
1. Action Requested: Accept or decline an invitation to present the
Baker Award to Ambassador Vernon Walters at the Security Affairs Support
Association (SASA) Award Banquet, Wednesday, 21 May at the Ft. Myer Officers
Club in Arlington, Virginia.
2. Background: On behalf of the Security Affairs Support Association,
General o n Morrison, Executive Vice President of SASA has invited you
to introduce General Vernon (Dick) Walters and present the "William Oliver
Baker Award to him for his many years of distinguished service in national
intelligence. You have officiated the past two years at the SASA Banquet
honoring Dr. Baker and Senator Goldwater. The evening will follow the same
format.
You could expect an audience of approximately 500 attendees
including members of PFIAB and NFIB. Many in the audience will be CEO's
from private industry representing such companies such as Lockheed, TRW,
Hughes Aircraft Company, GTE, and Cray Research. Secretary of State George
Shultz and Ambassador Morton Abramowitz will also be invited to attend along
with Secretary of Defense Weinberger, the Directors of DIA and NSA, and
senior Agency officers. Neither the media nor foreign nationals will be
present.
The mission of SASA is to foster better communication between the
Intelligence Community and private industry. Opposite is the SASA
letterhead with Board members listed (R. Evan Hineman is a member) and a
copy of last year's newsletter covering your appearance at the 1985 SASA
banquet honoring Senator Goldwater.
3. Recommendation: None. According to General Morrison, Admiral
Burkhalter spoke to-you about this event and you agreed to do it. Please
indicate below your intention and Public Affairs will make the appropriate
response.
