The package will be used to brief the National Security Council, State Department analysts, and Congressional representatives in late February. -- OGI prepared inputs for DCI requested papers on organizational and operational strategy for the new Counterterrorism Center, and on priority list of terrorist groups/state sponsors for proactive operations. -- State/INR reports that Secretary Shultz had high praise for a briefing package on the current oil market situation jointly prepared by OGI and State. The Secretary indicated that he planned to use the material to brief the President during his trip to Grenada. A copy has been provided to each directorate. -- The Comptroller met with the Executive Director and the Deputies to consider the issues identified in the Office's review of the FY 1988 proposed new initiatives. The Deputies agreed to reduce the initial request for new initiatives in FY 1988 from to A meeting with the directorates' plans staffs will be held later Congress -- There will be a meeting chaired by OMB next week to discuss the proposed FY 1987 Intelligence Authorization Act. Its purpose will be to attempt to reach some agreement among the intelligence agencies as to the items to be finally included in the bill sent to Congress. Comments received from the agencies in the OMB coordination process to date indicate strong objection to inclusion of the following provisions: "leaks" legislation; torts immunity for Intelligence Community personnel; interlocutory appeal; and post-employment restrictions on intelligence personnel. In addition, OMB itself has indicated that it will likely, as it did last year, oppose extending the "unhealthful posts" retirement differential to non-CIARDS Agency employees. We intend to vigorously fight for inclusion of these items despite the objections. -- In answer to five pages of preliminary questions on the FY 1987 Program forwarded to us by Duane Andrews, HPSCI staff, briefings have been scheduled for this Wednesday through Friday. An overflow crowd of Agency employees attended Renee Poussaint's address in the Headquarters auditorium in commemoration of Black History Month. In Ms. Poussaint's speech, she spoke of the hungry in Africa and disadvantaged blacks in America and addressed what we can do to improve the black experience in the U.S. A videotape was made of this presentation for viewing by employees who were unable to attend. A representative from the National Archives and Records Administration (NARA) informed the office of Information Services (OIS) that NARA would like to put on film the declassified files of the Office of Strategic Services' Research and Analysis Branch, the predecessor of the Directorate of Intelligence (DI). The film would be used by researchers instead of the original paper records. (These records were reviewed by a special group of OSS veterans under contract with the Agency between 1972 and 1975.) Over 90 percent of the records were declassified. NARA feels that many of the remaining classified documents could be declassified and plans to ask OIS to review a sampling. 15. An OIS representative and the Agency Historian attended an interagency meeting convened by the Department of State (DOS) to plan for the timely publication of the Foreign Relations of the United States series. The briefing also covered the design and inscription on two bronze plaques commemorating Ames which will include both the University seal and the Agency seal.
