Addabbo Chairman Subcommittee on Defense Committee on Appropriations U.S. House of Representatives Washington, D.C. 20515 Dear Mr. Chairman: This responds to your committee's request in the classified report on the FY 1986 budget that: "the DCI and Secretary of Defense prepare a report identifying the frequency of polygraph examinations by major defense or intelligence components, and indicate the steps being taken to strengthen the polygraph effort." I have been advised that the Secretary of Defense is submitting a separate report covering Department of Defense components. Tnis provides the requested FY 1985 data for the Central Intelligence Agency, the Federal Bureau of Investigation, the Department of State and the Department of the Treasury. The Department of Energy advises it did not conduct any polygraph examinations in FY 1985 and has no plans to do so in the immediate future. (C) The Central Intelligence Agency conducted polygraph examinations on employees, assignees and contractors during FY 1985. These included examinations of applicants, employees completing their three-year trial period, reinvestigation polygraph examinations at five-year intervals, and specific issue examinations to resolve security or counterintelligence concerns. In March 1985, the CIA Office of Security was directed to expand the number of polygraph examiners by a substantial factor. Good progress is being made toward the January 1987 completion of this effort. (S) The Federal Bureau of Investigation conducted polygraph examinations on employees during FY 1985. These included examinations for persons being considered for initial assignment or employment, and criminal and specific issue investigations of employees. The FBI plans a considerable increase in the number of counterint li ence-type polygraph examinations. Eventually, it is anticipated that some FBI, Department of Justice and Drug Enforcement Administration employees will be in the population requiring such examinations. Addabbo The Department of State conductedlT polygraph examinations on employees during FY 1985. These were in connection with criminal or specific issue investigations. (C) The Department of the Treasury did not use the polygraph in FY 1985 for personnel security screening purposes. Data on FY 1985 use in criminal or specific issues investigation is not available. Plans have been approved for use of the polygraph to screen applicants for duty with the Secret Service as special agents and in the Uniformed Division. (C) Sincerely, William J. Action Requested: That you approve the attached proposed response to the House Appropriations Committee (HAC) providing data on polygraph use frequency for the Community. (U) 2. Background and Discussion: The HAC classified report on the FY 1986 budget tasks the DC1 and the Secretary of Defense to prepare a report on the frequency of polygraph examinations by major defense or intelligence components, and on steps being taken to strengthen the polygraph effort. Defense is submitting a separate report, which will cover the Military Departments, NSA, and other DoO components. Information responsive to the HAC tasking was obtained from the remaining Intelligence Community departments and agencies. Specifics are provided in the attached proposed letter to the HAC. (C) 3.
