Enclosed is my markup of your paper on
leaks. Most of the changes are stylistic.
The change in paragraph 3 deleting "lose
good people and" stems from my view that
this is an unnecessary exaggeration. The
proposed deletion on page 2 related to the
polygraph is important. The committee-would
be free in any event to use all appropriate
investigative methods. Highlighting the
polygraph might cause opponents to regard
this initiative as a vehicle to obtain the
polygraph's expanded use.
