SUBJECT: Response to SecDef Letter on Leaks
REFERENCE: Secretary of Defense Letter to DCI

1 It is recommended that Reference provide a basis for further dialogue
with the Secretary of Defense on unauthorized disclosures.
2. The attached letter for your signature points out the need for more
input on leak cases from DoD and asks Mr. Weinberger's views on a DCI-hosted
interagency seminar on leaks. Regarding the former, the UDAC receives little
data on leaks from other agencies except when it has requested action from
other agencies. Regarding the latter, the interagency seminar has been in.~fn,
embryonic planning stage for more than a year, but we have lacked personnel to
bring it to fruition. If the Secretary of Defense indicates his support, we
should move ahead with a one-day program at the CIA HQS building as soon as
possible, probably in January 1987.

Your letter of 14 November commenting on the Unauthorized Disclosure
Analysis Center's Summary was most encouraging. As you know the
publication's purpose s to stimulate the interest and action of senior
officials regarding the "leak" problem. Your hope that we can resolve more of
these

ervently shared.
The effectiveness of the Unauthorized Disclosure Summar as a baseline on
the anti-leak effort would be great y en ance y specs is input from DoD and
others on the numbers of investigations of unauthorized disclosure of
classified intelligence and the disposition of such cases. I agree fully with
your observation that coordinated efforts will help shut down leaks and

y the culprits.
The UDAC has had under consideration for some time a seminar on
unauthorized disclosures. It is envisioned as a forum for leak investigators,
security officers, legal counsel, public affairs officers and others concerned
with revelations of classified information in the media. Specific sessions on
the various facets of the problem would facilitate an exchange of information
and perhaps the development of new and unified courses of action to alleviate
classified leaks. Because the vigorous participation of the Department of
Defense would be invaluable to such a program, I would appreciate your views

(C) The first monthly report by your Unauthorized Disclosure
Analysis Center in its revised format is impressive. It will
serve as an effective baseline document to coordinate our
efforts, especially among intelligence producers and users,
to shut down leaks and identify the culprits.
(C) As we refine our approach to concentrate our pursuit of
offenders, I hope that we can close more cases by resolving
them with disciplinary measures which make clear to others
in and out of Government that we take this matter very
seriously.
