Also in attendance were Morton Abramowitz,) and John Helgerson. 2. The Deputy Secretary inquir views as to what was going on e our f between Afghanistan and Pakistan. DDCI outlined views as expressed to SecDef at breakfast. Whitehead expressed concern that CIA was expressing reservations about Pakistan's willingness to hold out in the negotiations for minimum acceptable Soviet terms and that these reservations might be interpreted as questioning Pakistan's steadfastness with regard to Afghanistan. Whitehead and Abramowitz both made it clear that they believed that Zia and other Pakistanis were much more skeptical and tough 3. In this connection, DDCI raised the serious problem of State Department not providing NODIS or reports on telephone conversations relating to the Afghan/Pakistani negotiations or any contacts with the Soviets in this regard. DDCI noted that CIA views of Pakistani steadfastness might be materially affected if we knew what State was saying to the Pakistanis or warnings we were giving and Pakistani responses. There was considerable discussion of this. Whitehead expressed the view that the present situation with CIA not getting the material or not having access to the material was intolerable and directed Abramowitz to talk to the Executive Secretary of the Department using his name to get the situation clarified. 4. There was considerable discussion of the Israeli-Syrian situation, including Israeli uncertainty about what to do next and the possibility of some sort of Syrian military initiative at some point in the future to try and get part of the Golan. There was agreement that the Israelis genuinely do not seem to know what to do next with respect to either Lebanon or Syria. 8. DDCI gave Whitehead and Abramowitz copies of the Philippine Task Force Report as well as the OGI paper on Libya's manipulation of financial institutions, especially to support terrorism.
