In addition to those papers requested in my-memo of November 19,
the Department of Defense and the Joint Chiefs of Staff, in
conjunction with the Department of State, are requested to
prepare one additional paper for the December 10 NSC meeting on
Central America. The following paper should be submitted to the
Executive Secretary, National Security Council, Tuesday, December
3, 1985:
actions which the US Government can take to assist the
Government of El Salvador in achieving a coherent
strategy for victory over guerilla forces. This should
include military, economic, and infrastructure
dimensions. (S)
